Gemara and Rashi — Rosh Hashanah 24a
Gemara

One baraita teaches: If he [the witness] says that the Moon was north of the Sun, his testimony is valid; if it was south of the Sun, he has said nothing. But the opposite was taught: If it was south of the Sun, his testimony is valid; if it was north of the Sun, he has said nothing! This is not difficult: one refers to summer, and the other to the rainy season.

Here in summer; here in the rainy season. In summer—for example, on the long day of the Tammuz solstice—the Sun sets at the far end of the west, toward the north. As taught in Eruvin (56a): “The Sun rises on the long day and sets on the long day”—this is the northern side; “the Sun rises on the short day and sets on the short day”—this is the southern side. In Nisan and Tishrei, the Sun rises at the midpoint of the east and sets at the midpoint of the west. At the Nisan equinox in spring, day and night are equal. The Sun rises at the midpoint of the east, travels across half of the east, all of the south, and half of the west, and sets. At night it circles above the dome through half of the west, all of the north, and half of the east, and rises. On the following day, it begins to rise slightly north of the midpoint of the east and to set beyond the midpoint of the west, toward the north. Each day it moves a little farther, both at sunrise and at sunset. When the Tammuz solstice in summer arrives, it rises at the northeastern corner, travels through three directions, and sets at the northwestern corner. From then onward, the days grow shorter, and the Sun moves little by little toward the south at sunrise and sunset. When the Tishrei equinox in autumn arrives, it rises at the midpoint of the east and sets at the midpoint of the west, and day and night are equal. It continues moving south until the Tevet solstice in winter; on that day it rises at the southeastern corner and sets at the southwestern corner. From then onward, it turns back toward the north. At sunrise it increases its course slightly toward the north, and likewise at sunset, continuing until the Nisan equinox in spring, when it rises at the midpoint of the east and sets at the midpoint of the west. Thus, in summer the Sun travels through most of the western direction before setting, and sometimes through all of it; whereas throughout the rainy season it travels through only a small part of the west, and sometimes enters it only slightly. The Moon, when new, is always at the southwestern corner. Therefore, in the rainy season, when the Sun does not enter the west until it sets, the Moon enters the west before it; the Moon is consequently found to the north. In summer, when the Sun travels far through the west, it precedes the Moon northward in most months; the Moon is consequently found to the south.
